Professional Journey & Key Contributions:

• Joined the Indian Revenue Services (C & IT) in 1993 and started his career at the Indo-Nepal border (Patna Commissionerate), leading anti-smuggling operations.
• Served in Mumbai, specializing in Customs, Central Excise, and Service Tax, with expertise in Commercial Fraud investigations, anti-smuggling operations, and tax litigation before CESTAT.
• Played a pivotal role in GST implementation as the first CGST Commissioner of Shimla, where he established the Shimla CGST Commissionerate and expanded the CBIC presence in Himachal Pradesh by setting up divisional offices in Dharamshala, Mandi, and Parwanoo.
• Led GST administration in Jammu & Kashmir and Leh & Ladakh as CGST Commissioner, overseeing tax governance in the newly formed Union Territories.
• Served as Principal Commissioner, CGST Chandigarh, overseeing GST administration across Chandigarh UT.

Expertise & Achievements:

✔ 31 years of experience, including 20+ years in Excise, Service Tax, and GST administration.
✔ Conducted 50+ GST seminars and outreach programs across Himachal Pradesh, J&K, Leh & Ladakh, and Chandigarh.
✔ Instrumental in framing Budgetary Support Schemes for Himachal Pradesh post-GST, replacing earlier tax exemptions.
✔ Extensive experience in tax litigation, having worked as a Departmental Representative at CESTAT Mumbai (2008-2012), successfully defending 500+ cases.
✔ Adjudicated over 300 cases, with several upheld by higher appellate authorities, including the Hon’ble Supreme Court.
